Russia, America, and I believe China as well – are building about 3,000 new submarines each.  This is a major escalation in naval war preparations, and it is rendering many previous classes of submarines as nearly useless dinosaurs in comparison to the new high-tech models under construction.  This video from Digg.com

partially explains the need to incorporate new and improved submarine technology.

“The Navy is now launching the most technologically advanced attack submarine it has ever developed by christening the USS South Dakota — a Block III Virginia-Class attack submarine engineered with a number of never-before-seen undersea technical

innovations.  While service officials say many of the details of this new “acoustic superiority” Navy research and development effort are, naturally, not available for pubic discussion, the USS South Dakota has been a “technology demonstrator to prove out advanced technologies…” http://www.businessinsider.com/the-navy-is-launching-its-most-high-tech-and-stealthy-attack-sub-ever-2017-10

That would explain enough if WWIII were the real or only concern.  But with my recent research into a coming POLE SHIFT and the idea that there may be a cover-up to hide the imminent catastrophe from the world (much like the attempt to hide the Extinction Level Event in movies like Deep Impact) I can’t help but wonder if a fleet of submarine arks is under construction.  Most would fail to survive the changes in pressure from the associated mega-tsunamis (possibly 2 miles high) but some locations will not experience as much change as others and aside from building shelters under the lunar surface, submarine arks are a pretty good way to survive a cataclysmic pole shift event.

It could just be a military arms race.

But after all my pole shift research and finishing my recent book:

POLE SHIFT: Evidence Will Not Be Silenced

I am biased to consider an explanation even worse than WWIII.
