This is closely related to the mechanism that many researchers believe was at work on the day of 9/11, nesting a false flag attack inside of a series of large-scale training operations which invoked emergency powers and simulated attacks in locations that were actually hit.
FWIW, Nostradamus suggests that a great new (New World) city roughly near 45 degrees latitude will be destroyed, much like the Bible describes the destruction of Mystery Babylon – complete destruction, by fire, in a single hour. After all the prophecy research I have done writing several books, I believe New York is Mystery Babylon. Nostradamus describeds “the city reduced to dust” by “Live fire, hidden death, horrible and frightful within the globes…”
None of that means it has to happen in April 2017. But such a simulation as Operation Gotham Shield should concern us, because even if no false flag is being planned, at a minimum our government is concerned with simulating and practicing for such an event.
