“All that matters for consciousness is the functional relation among the nerve cells”

A supercomputer with a billion times as much stored data as a human brain may have very low (even near zero) consciousness if its ability to interconnect the data in multiple ways is limited.  A computer compartmentalizes information and is not generally constantly cross referencing it to make comparisons and find similarities.  “The ability to assess situations never previously encountered and to rapidly come to an appropriate response, requires integrated information.”  Finding patterns and learning how to respond to similar situations is crucial to success and survival.  This may be why biological brains go off on tangents and make comparisons that are not obvious – why this reminds us of that because it is similar in a certain way…
